Commuter Wheel Fee Update

Since Legislative Bill 81 was passed by the Nebraska State Legislature, there is no longer a requirement for employers to remit (employee) wheel fee payments to the City of Omaha.  Payments already paid to the City will be returned and any deductions from employees’ pay should be reimbursed.

A: The alarm user must annually submit a registration fee and registration application:

Q: What is my registration number?
A: Public Safety Corp. assigns and retains registration numbers.  Citizens are also able to register on-line by visiting the website https://www.crywolfservices.com/omahane/  Once the registration form is completed, a permit number will be automatically generated and assigned.  (Ordinance 38468, page 8, lines 31-42)

Who is affected by the new Wheel Tax Law?
A new ordinance, passed January 1, 2013, has amended the City code to anyone living within a tax district that is (wholly or partially) within the City limits.

How do I know which tax district I am in and if my tax district is included within that area?
The tax district number (four-digit) may be listed on your tax notice or you may contact Douglas County to find out what your tax district number is.

How much is the wheel tax fee?
The basic wheel tax fee is $50. The rates will vary depending upon the type of vehicle. The postcard that you receive will reflect the exact tax due on the vehicle being registered.

Is anyone exempt from paying the tax?
Active duty military and students can obtain a sticker for proof of exemption. Students will need to provide proof of current vehicle registration (from another state or another Nebraska county while maintaining a residence in Omaha) and proof of current status as a fulltime student (a student I.D. is not sufficient).

How will I prove that I have paid my wheel tax?
It will be printed on your receipt that you receive from Douglas County when you renew your license plates and pay your fee.

Intrusion Alarm Policies


It is the responsibility of each homeowner and business to register their burglar or fire alarm with the City.  This can be done by calling Public Safety Corp. at (877) 314-1892 or online by visiting the following website:

The alarm company will notify the City of Omaha Finance Department, Revenue Division by using the Multi-Department Registration of Intrusion Alarms Form for new and renewal clients and send required fees at the same time to the City.

In addition, the website provides a statement of Intrusion Alarm Polices, the ordinance passed by the City Council July 16, 2002, and a List of the Most Frequently Asked Questions.

Public Safety Corp. will assign all registration numbers. The alarm company retains a copy of the number for use by its monitors to notify 911 of an alarm activation. If requested, the alarm companies are given an electronic form through email or disk of the Alarms Registration Record Layout Form.

Once the City of Omaha verifies payment has been received, an electronic file is sent daily to Douglas County for formatting into the 911 system.

If during the interim an alarm communication system company calls for 911 services due to an alarm activation, a registration number is recorded and 911 responds to the call. The registration is verified at a later date by the City.

If the registration number proves to be false, fines will be enforced.

2011 Revenue Manual

Revenue is responsible for the daily administration of the General Fund, Debt Service Fund, special revenue funds, and general obligation bond funds. The division also coordinates the City's centralized billing procedures, collects monies pertaining to permits, fees, licenses, various taxes, and other miscellaneous revenues which are not assigned to the City Treasurer by law. It also collects fines for non-moving Traffic Code violations, including parking tickets and administers the Keno-Lottery game.
